Historic Route 82 Bridge Over the Cuyahoga Faces Its Future as ODOT Seeks Public Input

Zoning & Ordinance — Sagamore Hills

ODOT is weighing repair or replacement of the 1931 Route 82 bridge in Brecksville. Comment by Oct. 28. Part of the Towpath Trail below is closed.

The Ohio Department of Transportation wants to hear from the public about the future of the State Route 82 bridge over the Cuyahoga River. The span connects the City of Brecksville and Sagamore Hills Township. ODOT and consultant GFT are studying both rehabilitation and replacement alternatives for the structure. Comments will be accepted online through October 28. Study Phase Means No Design Has Been Chosen The project remains in the study phase. No design has been selected to move forward. Because of that, specific impacts on drivers and neighbors are not yet known. ODOT says the goal is twofold. First, the agency wants to improve the bridge’s short term structural condition. Second, it is seeking a long term transportation solution for the crossing. What Comes Next ODOT has already reached several milestones. An early stage stakeholder meeting took place June 23, and the study was finalized in August. The public involvement period is happening now. All studies are expected to wrap up in winter 2027.  A Historic Link Between Two Counties The bridge is also known as the Brecksville-Northfield High Level Bridge. It was built in 1931 to replace the 1882 Station Road Bridge, a single span steel truss structure. Today it serves as a critical connection between Cuyahoga and Summit counties. FOX 8 has reported that roughly 12,000 vehicles cross it each day. Decades of traffic and weather exposure have taken their toll.  Decades of Repairs Records show the first significant concrete patching plans date to 1978. By the late 1980s, it was clear a larger rehabilitation was needed. Plans were drawn up in 1989. Major work followed in 1990 and 1991. Smaller repairs have continued since then. In 2021, pedestrian fencing was added to the bridge parapets. Around the same time, the National Park Service removed the low head Brecksville Diversion Dam just upstream. That river project was separate from the bridge work. Crack Discovered During 2025 Work In 2025, ODOT launched another rehabilitation project. Crews focused on urgent deterioration in the pier columns, spandrel columns and arch ribs. News 5 reported the repair job was valued at $7.7 million and covered both the piers and the deck.  During that work, a vertical crack was found in a column. The discovery led ODOT to close the bridge without warning on Oct. 14, 2025.  Recent inspections have identified advanced deterioration in key structural components. Maintenance has handled the most urgent problems. ODOT says a long term solution is still needed. Towpath Trail Closed Beneath the Bridge Bridge repairs in Sagamore Hills Township are also affecting trail users. A portion of the Ohio & Erie Canal Towpath Trail under State Route 82 is closed. Completion is estimated for early November. Hikers and cyclists should plan for the closure when visiting that stretch of the trail. How to Review the Study and Comment ODOT recently completed an Existing Conditions and Rehabilitation Report. It examines the bridge’s condition and outlines possible alternatives. The full study is posted on the project’s PublicInput page, where visitors can also submit questions and comments. The page includes sections on project background, study recommendations and next steps. It also explains how to become a Section 106 consulting party. Section 106 refers to the federal historic preservation review process. Comments are due by October 28. To view the study and share feedback, visit https://publicinput.com/Sr82BridgeRehab .
