Charges ranged from domestic violence and strangulation to drug possession and drunken driving. Two juveniles were also charged, including an 11-year-old student referred by school officials. Domestic Violence Oct. 28: Teen Accused of Grabbing Victim’s Neck Officers were dispatched at 4:24 p.m. for a report of an unruly juvenile and a domestic violence situation. The complainant said a 13-year-old boy refused to clean his room and would not listen to her. She also told police the boy had put his hands around the victim’s throat the night before. The boy told officers his hands were only on the victim’s shoulders. According to the victim, the boy got upset after the victim stomped on the floor. The victim could still breathe but felt pressure on his neck. Police arrested the 13-year-old for domestic violence and being unruly. He was taken to the juvenile detention center. Oct. 29: Woman Arrested After Fight With Her Mother An 18-year-old woman called 911 to report a domestic incident with her mother. Police said she was heavily intoxicated. She told officers her mother ripped out her hair braid and that she did not hit back. Her mother, who was sober, gave a different account. The mother said her daughter came home drunk and the two argued. According to the mother, her daughter struck her in the back of the head, causing her to see black. She said she only pushed her daughter away. Police determined the 18-year-old was the primary physical aggressor. She was arrested for domestic violence and taken to the Portage County Justice Center. Nov. 3: Kent Man Charged With Strangulation A 31-year-old Kent man was arrested for strangulation, a fourth-degree felony, and domestic violence, a first-degree misdemeanor. The victim told police he put both hands around her neck and choked her. She said she was unable to breathe. A witness backed up her account, and officers photographed the victim’s neck. The man denied touching her. He was taken to the Portage County Justice Center after processing. Disorderly Conduct Oct. 31: Halloween Shouting Match on Crown Avenue Police responded to Crown Avenue after dispatch received two 911 calls about two people wanting to fight. When the officer arrived, a 46-year-old woman was standing in front of her car with her arms crossed. She began yelling at the officer because police had not arrested another woman. That woman had run into a house to avoid her own warrants. Witnesses in a nearby yard said the 46-year-old drove up, ran to a front door and started screaming at a man. Neighbors were outside, including children who were trick-or-treating. She was charged with disorderly conduct and issued a mini citation with a court date. Nov. 3: Man Cited for Yelling Inside the BMV A 42-year-old man tried to get a new ID at the BMV but did not have the proper documents. Staff would not issue the ID. He then started screaming and yelling inside the business, including at customers. Police issued him a mini citation for disorderly conduct at the scene. Later that day, the same man was arrested on a warrant (see Warrant Arrests below). Drug Possession Oct. 30: Man Hands Over Meth After Car Complaint Police were called about a suspicious man who tried to get into a caller’s car. The 41-year-old man told the officer he had just started using methamphetamine again. When asked if he had any on him, he said he did. He handed over a small plastic baggie of white crystals. A field test came back positive for methamphetamine. Police arrested him for drug possession and took him to the Portage County Jail. Traffic and OVI Nov. 1: Expired Registration Leads to OVI Arrest on Prospect Street An officer ran the plate of a southbound car on Prospect Street and found the registration had expired Oct. 11. During the traffic stop, the officer noticed the 37-year-old driver had bloodshot, watery eyes and slurred speech. The officer also smelled a strong odor of alcohol. At first she admitted to having one drink. After getting out of the car, she said she had more than one but did not know how many. Her license was also suspended. She declined field sobriety tests and refused a breath test. Police cited her for OVI, driving under suspension and failure to file annually. A court appearance is mandatory. Juvenile Complaint Oct. 30: 11-Year-Old Charged as Unruly Child After School Referrals On Oct. 27, an assistant principal at a Ravenna intermediate school asked police to consider charges against an 11-year-old boy. School records showed 10 behavior referrals since Sept. 14. They included defiance, classroom disruption, disrespect toward staff and aggressive physical conduct.
