Attorney General Sues Contractor for Abandoning $70,000 In Concrete Jobs

Central Ohio businessman accused of taking payments but leaving work unfinished

Legal Action

Ohio Attorney General Dave Yost filed suit against Ronald Lewis, a Blacklick resident operating as Ron Lewis Cement, in Franklin County Common Pleas Court. The lawsuit alleges Lewis violated the Consumer Sales Practices Act and Home Solicitation Sales Act by abandoning concrete projects after receiving upfront payments.

Ten consumers lost nearly $70,000 combined after hiring Lewis for concrete work. The contractor allegedly stopped completing jobs as of March 2024 despite accepting payments in advance.

“Customers paid for a service but received little to no results,” Yost said. “They deserve some answers and for the work to be finished.”

Two consumers reported Lewis excavated their existing driveways but never completed the replacement work. Other customers said he performed no work at all after taking their money.

The lawsuit notes Lewis failed to register his business with the Ohio Secretary of State and did not provide customers with required three-day cancellation notices.

The Attorney General’s Office seeks restitution for affected consumers plus civil penalties and injunctive relief.

The office advises homeowners to check contractor references, verify permits are obtained, get multiple written estimates, and avoid contracts requiring large down payments before work completion.

Consumers who believe they’ve been defrauded by home improvement contractors can file complaints at OhioAttorneyGeneral.gov or call 800-282-0515.
