Orange Village Council Approves Financial Reports, Schedules Architect Interviews for Major Projects

Village reports strong financial position with revenue exceeding expenditures at mid-year mark

ORANGE VILLAGE – The Orange Village Council approved the treasurer’s and tax administrator’s reports for June during their August 13 meeting, showing the village maintaining a healthy financial position with all funds totaling $18.75 million.

According to Treasurer Dana, the village collected $1.176 million in revenue during June while spending $873,000 in expenditures. At the halfway point of 2025, general fund revenues have reached 56% of budget while expenditures remain at 43% of budgeted amounts.

“You want to see our revenue higher because you want to collect obviously more than what you anticipated and you want your expenditures to be less than what you budgeted,” the treasurer explained to council members.

The tax administrator reported gross collections of $840,000 from all sources in June, which represents $163,000 more than the same period last year. Year-to-date collections are running $588,000 ahead of 2024 figures.

Architect Interviews Set for Major Village Projects

Mayor Judson Kline announced that council will interview four architectural firms on September 4 at 6 p.m. for the village hall renovation and new fire station projects. The interviews were originally scheduled for August but had to be rescheduled due to council member availability.

“What I’m looking for from council this week is to set a schedule for interviews by council of those architects,” Kline told the council. The mayor emphasized the importance of accurate cost estimates given that public financing will be involved.

Council will make their final selection at the September 10 meeting following the interviews. The selection process will focus on the firms’ experience in budgeting and cost estimation for public projects.

Residents will have the opportunity to submit questions in advance for consideration during the interview process, though the interviews themselves will be conducted by council members only.

Blue Envelope Program Launched for Special Needs Community

Council member Kimberlee Ullner announced the implementation of Ohio’s Blue Envelope Program, designed to help police officers better interact with residents who may have special communication needs during traffic stops.

The program provides envelopes containing a driver’s license copy, vehicle registration, insurance information, and medical details that drivers can hand to officers during stops. All Orange Village police officers have been trained on the program.

“This is an opportunity for our officers to work with our special needs community residents,” Ullner explained. The Cuyahoga County Board of Developmental Disabilities provided 50 envelopes at no cost to the village.

Fire Department Responds to Neighboring Community

Fire Chief provided details about last week’s response to a garbage truck fire in Moreland Hills. Orange Village crews were first on scene as part of a mutual aid agreement and found fire in the truck’s rear compartment.

The chief noted that lithium ion batteries, even small cell phone batteries, can cause fires when damaged. He reminded residents to properly dispose of such batteries and avoid discarding hot coals or embers in regular trash.

Upcoming Community Events

Mayor Kline announced several upcoming events:

  • Replay band concert at the amphitheater on August 21 from 6:30-8:30 p.m.
  • Party in the Park on August 22 beginning at 6:30 p.m., featuring a drone show at dark
  • Orange Artisan and Farmers Market on August 23 from 9 a.m. to 1 p.m.

Council member Staci Vincent noted that Orange for the Holidays program funding will be reconsidered at the September meeting, with input welcomed from residents.

The village office will be closed September 1 for Labor Day, with trash and recycling pickup delayed one day to Tuesday, September 2.
