Council Advances Grill Road Bridge Project, Fire Department Secures Federal Grant

Multiple infrastructure initiatives move forward as city prepares for budget season

New Franklin City Council advanced several infrastructure projects during its October 1 meeting, including resolutions related to the Grill Road Bridge project and announcing a nearly $200,000 federal grant for fire department equipment.

Council unanimously approved two resolutions for the Grill Road Bridge project. The first creates a dedicated fund for the primarily grant-funded project, with the Ohio Department of Transportation providing pass-through funding. The second approves a contract with CTL Engineering for construction engineering services totaling over $95,000, though federal grants will cover 95% of that cost, leaving the city responsible for approximately $4,700.

Mayor Paul Adamson announced the fire department successfully secured an Assistance to Firefighters Grant totaling $190,476.19 to replace cardiac monitors. The federal grant covers 95% of the approximately $200,000 cost, with the city paying $9,523.81.

The mayor praised the fire department’s consistent success in obtaining grants, noting previous awards including $500,000 for a fire truck.

Council also received a draft developer performance and maintenance agreement for the Water 9 development along Turkey Foot Lake. The agreement, which will accompany the tax increment financing districts already approved, outlines responsibilities for constructing public improvements estimated at up to $15 million. Upon completion, the city would assume ownership of roadways and other infrastructure, while sanitary sewer and water lines would remain with Summit County and Aqua Ohio respectively.

Council members requested additional time to review the 47-page agreement before voting.

The city is entering budget season, with department meetings scheduled for the week of October 7. The service department will meet Tuesday at 10 a.m., followed by fire department Thursday at 10 a.m. and police department Thursday at 1:30 p.m.
