NORTHEAST OHIO – The Home Weatherization Assistance Program (HWAP) provides free energy-saving repairs and weatherization services to help Summit County residents lower their monthly utility bills and improve home safety. This countywide initiative, managed by the Summit County Department of Community Development, offers essential services such as insulation, air sealing, and the repair or replacement of furnaces and hot water tanks. Unlike many municipal-specific programs, the Home Weatherization Assistance Program is available to both homeowners and renters in all 31 communities across Summit County.
What is the Home Weatherization Assistance Program?
The Home Weatherization Assistance Program is a federally funded program designed to reduce the energy burden on low-income households by increasing the energy efficiency of their dwellings. According to the Ohio Department of Development, the program focuses on long-term solutions rather than short-term emergency aid. For eligible residents, an inspector from the Summit County Department of Community Development will conduct a comprehensive energy audit to determine which specific improvements—ranging from attic insulation to heating system upgrades—are most cost-effective for the property.
2026 HWAP Eligibility and Income Requirements
To qualify for the Home Weatherization Assistance Program, a household’s total gross annual income must meet specific federal guidelines. For the current program year, the following income limits apply based on 200% of the Federal Poverty Level (FPL):

Additionally, households that have received Supplemental Security Income (SSI) or Home Energy Assistance Program (HEAP) benefits within the last 12 months are often automatically income-eligible.
How to Apply for Weatherization Services
Residents can access the application online at the Summit County Minor Home Repair Programs page. Because HWAP is not an emergency program, applications are processed in the order they are received, and the initial inspection process can sometimes take several months depending on demand.
