MENTOR, Ohio – The Mentor Planning Commission approved two conditional use permits during its March 19, 2026, meeting, clearing the way for a new neighborhood automobile repair shop and the expansion of a local boxing gym. The commission granted approval for Kenneth Binns to operate an auto repair facility on Lakeshore Boulevard and for Ivan Maldonado to relocate his fitness operations to a significantly larger space on Mercantile Drive. Both approvals came with specific stipulations regarding site maintenance and operations to ensure compatibility with surrounding properties.

Conditional Use Permit Approved for Lakeshore Boulevard Auto Repair

The commission held a public hearing for a conditional use permit requested by Kenneth Binns for an automobile repair shop located at 7380 Lakeshore Boulevard. Binns, who noted he had been operating at the site since July before being informed of the permit requirement by a fire inspector, emphasized his commitment to providing affordable mechanical services to the community.

“I work on cars at an affordable rate because I know a lot of people don’t have a bunch of money to spend at dealerships,” Binns told the commission. He specified that his work is limited to general mechanics—such as engine and transmission swaps, brakes, and suspension work—and does not include bodywork, painting, or vehicle dismantling.

The commission approved the permit with eight conditions. Commissioner Brian Tedman raised concerns regarding mechanical ventilation and noise given the proximity to residential homes. Binns assured the board that he maintains a positive relationship with neighbors and is in the process of installing the required ventilation fans. Other conditions discussed included:

  • Dumpster Screening: The applicant must install an enclosure for the waste dumpster that matches the building’s exterior.

  • Parking Compliance: All vehicles, including the owner’s personal truck, must be parked in designated spots rather than on the grass.

  • Operational Limits: The shop must strictly adhere to general repair services without transitioning into a “junkyard” appearance.

Boxing Gym Relocates to Expand Footprint on Mercantile Drive

Ivan Maldonado received unanimous approval for a conditional use permit to move his recreational facility, a boxing-focused gym, from Tyler Boulevard to 9430 and 9432 Mercantile Drive. Maldonado explained that the move was a strategic business decision prompted by a scheduled rent increase at his current location.

The new facility offers approximately 3,000 square feet of space, a significant increase from the 1,000 square feet currently dedicated to boxing. Maldonado noted that while he previously attempted to integrate a free financial literacy course for children at his Tyler Boulevard location, the program saw low participation. As a result, the new Mercantile Drive location will focus exclusively on fitness and boxing.

“I found a place 1,200 square foot larger for the same amount of rent,” Maldonado said, noting that his classes typically average two to three participants per session. The commission approved the relocation with six recommended conditions. No residents spoke in favor of or in opposition to either proposal during the public hearings.

Administrative Updates and Commission Actions

Following the public hearings, the Planning Commission quickly moved through the remainder of the agenda. The minutes from the February 26, 2026, meeting were approved, with Commissioner Haden abstaining. City Planning Director Kathy Mitchell had no further items for the director’s report, and the meeting was adjourned shortly after the approvals were finalized.
