Seven Hills Council Clears Path for Cooper’s Hawk Restaurant

City approves sick leave policy change and restaurant development agreement

The Seven Hills City Council held a special meeting Monday evening, passing two ordinances designed to streamline city operations and attract new business to the community.

Council unanimously approved changes to the city’s sick leave donation policy, transferring approval authority from council to the mayor. The modification addresses timing concerns when employees face medical emergencies and colleagues wish to donate sick time.

“Somebody has a bad accident and we had a council meeting last night and they don’t have any sick time and somebody wants to donate it and they have to wait two or three weeks till the next council meeting,” Mayor Anthony Biasiotta explained during the meeting.

The council also approved a memorandum of understanding with Cooper’s Hawk 7 Hills LLC, exempting the restaurant chain from community event requirements in the development agreement. The move came after Cooper’s Hawk expressed concerns about contractual obligations affecting their property.

Planning Commission representative Ed Foley noted the restaurant would occupy a 10,000-square-foot building in the eastern portion of the development along Rockside Road. Cooper’s Hawk operates 67 locations and has already invested in land development and engineering plans for the Seven Hills site, according to city officials. The restaurant has applied for a liquor license and represents what council members described as a significant amenity for residents. Council members praised the potential addition, with one calling it “an absolute home run for this city.”

Both ordinances passed as emergency measures during the 12-minute meeting, which concluded at 6:15 p.m. Council members present included Justin Costanzo, Phillip Kiriazis, Norman Martin, Michael Morrow and Thomas Snitzky. Patrick Elliott and Stacey Kelly were excused from the meeting.
