Seven Hills Mayor Anthony Biasiada announced the city will host an in-person State of the City address Nov. 6 at noon in the community room adjacent to council chambers.
The event is open to the public. The city is working with entities to have the address filmed and posted on the city’s YouTube channel for those unable to attend in person. This marks a return to in-person State of the City presentations after previous virtual formats.
“I’d like to invite everyone on council and those at home,” Biasiada said during the Oct. 28 council meeting. The mayor said announcements will be made on Facebook and social media.
Health Services Agreement Approved
Council passed Ordinance 45-2025, authorizing a public health service agreement with the Cuyahoga County Board of Health for 2026-2027. The two-year agreement appropriates up to $105,111 for calendar year 2026 and up to $117,669 for calendar year 2027 for public health services.
The agreement allows the county health department to provide public health services to Seven Hills residents, including inspections, disease prevention programs and health education initiatives.
Council Compensation Modified
Council also passed Amended Ordinance 46-2025 as an emergency measure, amending Section 121.011 regarding compensation of council members.
Resolution 13-2025, authorizing the city to adopt a cyber security program in compliance with Ohio Revised Code Section 9.64 and House Bill 96, received its second reading. The resolution ensures the city meets state requirements for protecting digital infrastructure and sensitive information.
Committee Updates
Finance Director Frank reminded attendees that the finance committee will discuss the 2026 expense budget at its next meeting Nov. 11. The director emphasized the importance of the budget discussion as the city prepares for the upcoming fiscal year.
Council person Castanzo, chair of the Public Works Committee, reported the committee last met Oct. 14, with minutes on file. The next meeting is scheduled for Nov. 11.

The Police and Safety Committee, chaired by Council person Elliott, last met Oct. 14, with minutes on file with the clerk. The next meeting is Nov. 11.
Council person Castanzo reported he toured Parma Hospital with Council President Curiosis. He said he was very impressed with hospital leadership and their goals for the facility.
Law Director Moore, Director of Public Service, City Engineer Daniel Gerson and Building Commissioner Graci all submitted reports filed with the clerk.
Holiday and Election Reminders
Council person Castanzo wished everyone a safe and happy Halloween and good luck in the upcoming Tuesday election.
Council President Curiosis reminded drivers to watch for children on Halloween night, as rain and wind were expected.
